Началась 9 сентября 1919, когда власти штата Массачусетс отказались признать профсоюз полицейских и улучшить условия их работы. Полиция выступила за право создания профсоюза полицейских и его вхождения в Американскую федерацию труда [ American Federation of Labor]. Запрет на это был опротестован президентом АФТ С. Гомперсом [ Gompers, Samuel]. В отсутствие на улицах полицейских банды терроризировали Бостон в течение двух ночей, пока губернатор К. Кулидж [ Coolidge, (John) Calvin] не призвал на помощь милицию штата и не прекратил забастовку. Его решительные действия и слова о том, что "ни у кого, нигде и никогда нет права устраивать забастовки вопреки интересам общественной безопасности" ["There is no right to strike against the public safety by anybody, anywhere, any time"] в точности соответствовали взглядам большинства и в результате сделали его в 1920 вице-президентом, а в 1923, после смерти У.
